Policies and Procedures

The 3R Lighting Company makes every effort to be as secure a website to purchase gardening, horticultural, bioponic, organic, and agricultural equipment as current technology allows. We do not sell our mailing lists or credit card numbers to any other companies, government agencies, banks, nor anyone.
All credit card orders are passed through an AVS (Address Verification System) operated by the banks. This means that the address you enter for your purchase must exactly match the address on file with the bank who issues the credit card. Sometimes the security checks reject your purchase even though the address you entered matches the address from your last bill to the letter. Call us. You can leave a message at (503) 284-4254 at anytime. Sometimes banks aren't as customer friendly as we are.


3R Lighting offers the use of encrypted information transfer of orders, credit card numbers, and check by wire.

Those with older machines and/or browsers have several options:

1) Fax us at (503) 284-4254. Please include a way for us to notify you of any problems or clarify any questions (i.e. pager, message phone, tele-text pager, public fax, general delivery at post office, etc.) If no quick electric method is included, our default procedure is to use the US Postal Service to deliver mail (snail mail) at the delivery address; this method works, of course, but will be significantly slower.

2) Send an order at the Public Library. Many libraries allow you to reboot the computer after you are done, thus clearing out most of the information stored including your credit card numbers. We use Secure Socket Layering and Encryption to process your orders. This means that your credit card numbers are never transmitted over the open internet.

3) Pay with a check on line. Follow the directions on the order form. The largest electronic check allowed is $850.00. Any amount higher than this will be automatically rejected by the security checks. The check has to go through several other security protocols, but this EFT (Electronic Funds Transfer) works.
We are working on a system to allow you to pay cash at any Western Union office, but that system is not up yet.

4) On the 3rlighting.com website, click the "Add to Cart" button to build your order.

When your order is complete, instead of clicking the "Purchase Items in Cart" Line--PRINT off the page. Take the piece of paper with the list of the products and prices you wish to order and either fax it to (503) 284-4254 or mail it to

IMPORTANT: Please include the name and the address where to ship the products.
Please include a money order for the full amount.

You have the option of clicking on the "Purchase Items in Cart" area and filling out the name and address, then printing off an order form instead of sending the information electronically.

5) Write your order down on a piece of paper; include your address, the quantity ordered, what you are ordering and a money order for the amount or your credit card numbers with the expiration date and mail to:

3R Lighting will accept a personal check, but will delay shipping until the check has cleared both your bank and our bank.
Minimum of ten business days.

On credit card orders, we can ship only to the same address that the credit card company mails the bill.
Orders can only be sent to a different address when it is paid for by money order.



When an order is submitted on-line, the screen asks for a valid e-mail address. You are not required to submit a valid e-mail address. If you do choose to submit a valid e-mail address, a notice is automatically sent out when the credit card or on-line check is processed. Once the order is shipped, another e-mail is sent out with tracking numbers and a link to the proper website from the shipper to track the packages. 3R Lighting ships practically all orders within two weeks. The bulk of this time is used by the security protocols to verify and transfer funds. Orders paid for with a money order are shipped the soonest.



3R Lighting is not a company dedicated to aid those who plan to break the law. If we are told a customer is breaking the law, we cannot sell that particular customer any merchandise or offer any advice on growing. We will notify the customer at the last known address of any formal inquiries by any agency; we do not voluntarily give out information to anyone. We are happy to give advice on growing many kinds of plants successfully.
Do not ask us for any advice on breaking the law or evading detection.

3R Lighting is an Oregon Company. All transactions follow Oregon Law. There is NO Sales Tax in Oregon. All internet transactions are considered to be completed in Oregon. Any disputes or complaints must be filed in Oregon and follow Oregon rules and procedures.
All Fertilizers sold by The 3R Lighting Company comply with Oregon Regulations, ORS, and Oregon Registration Requirements.
